Matter Exchange lets you discard a card from your hand to draw a card once during your turn, but cannot be used if the Pokémon is Asleep, Confused, or Paralyzed. Its attack Mind Shock deals 30 damage and specifies that Weakness and Resistance are not applied for that attack.
