Scroll of Isildur (PLTR-69s foil) is an Enchantment — Saga from the Tales of Middle-earth Promos set. Its chapters let you temporarily gain control of an artifact, tap and stun up to two creatures, and finally draw a card for each tapped creature an opponent controls. The Saga also interacts with a unique Ring mechanic that can give you an emblem and designate a Ring-bearer, creating ongoing effects tied to that choice.
