Urabrask, Heretic Praetor (SNC-129) is a Legendary Creature — Phyrexian Praetor from the Streets of New Capenna expansion. It has haste and replaces certain upkeeps and draws by exiling the top card of a library and allowing that card to be played that turn. A ruling clarifies that cards played this way still require paying all costs and follow normal timing, including restrictions on playing lands.
