When it enters the battlefield it can prevent a chosen opponent's creature from attacking or blocking until your next turn, and it can be exiled from your hand for {2} to give a land a green/white/blue mana ability until the card is cast from exile. The exile ability lets you cast the creature later from exile using the granted mana, enabling flexible mana fixing and timing options for multicolor decks.
