As it enters the battlefield you choose a nonland permanent; Scheming Fence gains that permanent's activated abilities except loyalty abilities and also prevents the chosen permanent's activated abilities from being activated. This lets it both copy useful activated effects from other permanents and deny opponents access to activation-based resources.
