When it enters the battlefield it makes a 1/1 green and white Citizen token and attaches to that token, and the equipped creature gets +1/+1 plus an activated W, Tap, Sacrifice ability that destroys an artifact or enchantment. Its Equip cost of 2 makes it a low-cost piece of removal-on-a-stick useful for decks that can produce or protect Citizen tokens and want repeatable access to targeted artifact or enchantment removal.
