Description

Vadrok, Apex of Thunder (IKO 308, foil) is a legendary creature that combines blue, red, and white and appears in the Ikoria set. It has flying and first strike and can be cast for its mutate cost to merge with another non-Human creature you own. When it mutates, you may cast a target noncreature card with mana value 3 or less from your graveyard without paying its mana cost, allowing value recursion and surprise interaction.
