Luxurious Cape (sv4-166) is a Pokémon Tool from the Paradox Rift expansion. When attached to a Pokémon without a Rule Box, it gives that Pokémon +100 HP and makes the opponent take one additional Prize card if they Knock Out that Pokémon by damage from an attack. It follows standard Tool attachment rules: you may attach any number of Pokémon Tools during your turn but only one Tool may be attached to each Pokémon.
