If both of them are tails, after your opponent draws a card at the beginning of his or her next turn, his or her turn ends. This power can't be used if Dialga is affected by a Special Condition.
During your next turn, Dialga can't use Metal Flash.

Dialga LV.X (DP37) is a Metal-type Level-Up Pokémon promo from the DP Black Star Promos set. It has the Poké-Power Time Skip, which forces two coin flips with potentially game-disrupting turn-ending effects and is unusable while affected by a Special Condition. Its attack Metal Flash deals 80 damage but cannot be used on the following turn, giving it a high-damage single-turn option balanced by a restriction.
