It lets you pick a Basic Pokémon in play and immediately put a Stage 2 card from your hand onto it if that Stage 2 evolves from that Basic, with the usual restrictions about first turn and newly played Basics. The card is printed as an uncommon staff-stamp variant and follows Item timing allowing unlimited Item plays before attacking.
