Repeal (TSR-317) is a blue Instant printed in Time Spiral Remastered. For {X}{U} it returns target nonland permanent with mana value X to its owner's hand and then lets you draw a card. Official rulings clarify that tokens that aren’t copies have mana value 0 and that the spell won’t resolve (and you won’t draw) if its target is illegal on resolution.
