It can be tapped and an artifact sacrificed to produce red mana equal to that artifact's mana value, but that mana is restricted to casting artifact spells or activating artifact abilities. As a 3/3 for 2R, it supports artifact-focused decks by converting artifact permanents into usable artifact-specific mana.
