Obeka, Splitter of Seconds (OTJ-222) is a legendary creature — Ogre Warlock from the Outlaws of Thunder Junction set. It has menace and a combat-damage trigger that creates additional beginning phases each containing an upkeep step after the current phase. Those extra beginning phases occur after the combat phase and will skip untap and draw steps while resolving additional upkeep triggers.
