It has a Flashforward {4}{R} alternate cast option allowing you to cast it from exile for that cost, after which it is placed on the bottom of its owner’s library. Its primary use is a cheap removal or direct damage spell with an unusual exile-based alternate casting window that requires getting the card into exile first.
