Rousing Refrain (C21-56) is a red sorcery from the Commander 2021 set that also has the Suspend keyword. When cast, it adds red mana equal to the number of cards in a target opponent's hand and prevents that mana from being lost as steps and phases end, then exiles itself with three time counters. As a suspended spell it can be exiled for its suspend cost to later be cast without paying its mana cost when the last time counter is removed.
