Promise of Loyalty (C21-348) is a white sorcery from Commander 2021 that forces each player to put a vow counter on one creature they control and sacrifice the rest. The creature with a vow counter cannot attack you or planeswalkers you control for as long as the counter remains on it. This effect applies to every player and the chosen creature keeps track of the counter even if control changes, creating a political or protective tool in multiplayer games.
