Oracle's Vault (PAKH-234 prerelease stamp) is an artifact from the Amonkhet Promos set. Its first activated ability exiles the top card of your library and lets you play that card this turn while putting a brick counter on the artifact. Once it has three or more brick counters, its second ability can exile the top card and allow you to play it without paying its mana cost if timing and other casting restrictions are met.
