Electabuzz (basep-46) is a Basic Lightning-type Pokémon promo from the Wizards Black Star Promos series. Its Lightning Rod attack lets you place a Lightning Rod marker on an opponent's Pokémon, and its Lightning Bolt deals extra damage to any Pokémon with that marker. It has a single Colorless retreat cost and a Fighting weakness, making it a low-cost attacker/utility option in Lightning decks.
