When attached to a Pokémon that lacks a Rule Box, it increases that Pokémon's attack damage against your opponent's Active Pokémon ex by 30 (applied before Weakness and Resistance). The card is attached to a single Pokémon and follows the usual Pokémon Tool attachment rules, letting you attach Tools during your turn but only one Tool per Pokémon.
