Meddling Memo (sv8-181) is a Trainer — Item card from the Surging Sparks expansion. Its effect forces the opponent to count their hand, shuffle those cards, put them on the bottom of their deck, and then draw that many cards. The card also reminds players that any number of Item cards may be played during their turn, so it functions as a standard one-turn utility disruptive play.
