Lugia V (swsh12-138) is a Colorless Basic Pokémon V from the Silver Tempest expansion and is printed as a Rare Holo V variant by Mitsuhiro Arita. Its first attack, Read the Wind, lets you discard a card to draw three, and its second attack, Aero Dive, deals 130 damage and may discard a Stadium. It has Lightning weakness, Fighting resistance, a two-colorless retreat cost, and follows the Pokémon V rule that grants your opponent two Prize cards if it is Knocked Out.
