It has two low-cost effects: Surprise lets you choose an opponent's hand card and shuffle it into their deck, and Confuse Ray can flip to Confuse the Defending Pokémon. Its modest role is utility and disruption rather than damage, supported by one retreat cost and typical Weakness/Resistance.
