Burning Scarf (swsh2-155) is a Pokémon Tool from the Rebel Clash set meant to be attached to a single Pokémon that has no other Tool. When the Fire-type Pokémon this card is attached to is Active and takes damage from an opponent's attack, the attacking Pokémon becomes Burned even if the attack KOs the holder. It functions as a flexible Item play since you may play any number of Item cards during your turn, letting you combine it with other Items in a turn.
