It reduces the attached Pokémon's Retreat Cost by Colorless, and that Pokémon has no Retreat Cost when its remaining HP is 30 or less. The card also enforces standard Tool attachment rules, allowing you to attach only one Tool to each Pokémon and keeping it attached.
