Kyogre Spirit Link (xy5-132) is a Trainer card of the Pokémon Tool subtype from the Primal Clash set. When attached to a Pokémon, it prevents your turn from ending if that Pokémon becomes Primal Kyogre-EX and lets you attach it as a Tool to a Pokémon that has no Tool already. It also removes the usual one-Item-per-turn restriction by allowing you to play as many Item cards as you like during your turn before attacking.
