As long as Raikou is your Active Pokémon, Raikou and Energy cards attached to it aren't affected by effects from Trainer cards other than Stadium cards. As long as this Power is active, discard any Trainer cards attached to Raikou. (This power works even if Raikou is Asleep, Confused, or Paralyzed.)
If your opponent has any Benched Pokémon, flip a coin. If heads, choose 1 of them and this attack does 20 damage to it. (Don't apply Weakness and Resistance for Benched Pokémon.)

Raikou (neo3-22 Unlimited) is a Basic Lightning-type Pokémon from the Neo Revelation expansion with the Pokémon Power "Legendary Body." Its Poké-Power prevents Trainer card effects (except Stadiums) from affecting Raikou or its attached Energy and also discards any Trainer cards attached to it while it is Active. Its attack Lightning Spark costs three Lightning Energy and deals 30 damage while potentially hitting an opponent's Benched Pokémon for 20 more damage on a successful coin flip. Debuted in Neo Revelation as a Legendary Beast Pokémon card.
