Its effect lets you choose one of your Pokémon with "Giovanni" in its name and permits that Pokémon and its evolutions to evolve immediately even if they were just played or evolved this turn or during your first turn. This can accelerate evolution-based strategies by skipping normal timing restrictions to advance Stage Pokémon quickly.
