It has Swift for 30 damage that ignores Weakness, Resistance, and other effects, and Flash Ray for 70 damage which prevents damage from Basic Pokémon during your opponent's next turn. With zero retreat cost and Metal resistance it suits fast, hit-and-run Lightning strategies while trading off the EX drawback.
