Sky Seal Stone (swsh12pt5-143) is a Trainer — Item Pokémon Tool from the Crown Zenith expansion. It lets the Pokémon V it is attached to use the card’s VSTAR Power called Star Order, which can grant an extra Prize card if conditions are met and is limited to one VSTAR Power per game. It also enforces standard Item rules by allowing you to play any number of Item cards that turn and can attach a Pokémon Tool to a Pokémon that has none.
