Dashing Pouch (SM4 92) is a Pokémon Tool Item from the Crimson Invasion set that you attach to a single Pokémon that has no other Pokémon Tool. While attached, any Energy discarded from that Pokémon to pay its Retreat Cost is returned to your hand instead of going to the discard pile. It also notes the game rule that you may play as many Item cards as you like during your turn before attacking.
