Cleansing Gloves (swsh9-136) is an Uncommon Trainer — Item Pokémon Tool from the Brilliant Stars expansion. The attached Pokémon's attacks deal 30 more damage to the opponent's Active Psychic Pokémon, and it uses the standard Item rule allowing any number of Items to be played during a turn. As a Tool, it occupies the Pokémon Tool slot so it replaces any existing Tool on that Pokémon when attached.
