While attached to a Pokémon, that Pokémon's attacks do 30 more damage specifically to your opponent's Active Pokémon V. It is played by attaching it to a Pokémon that doesn't already have a Pokémon Tool and interacts with the rule allowing you to play any number of Item cards during your turn.
