It attaches to one of your Pokémon and, while that Pokémon is in the Active Spot, prevents Pokémon Tools attached to your opponent's Active Pokémon from having any effect except for Tool Jammer. It can only be placed on a Pokémon that doesn't already have a Pokémon Tool, occupying that Pokémon's single Tool slot.
