Jamming Tower (me2pt5-261-Holofoil) is a Trainer — Stadium card from the Ascended Heroes expansion. Its effect prevents Pokémon Tool cards attached to any Pokémon from having any effect. It follows standard Stadium rules where only one Stadium can be in play and a Stadium with the same name can’t be played.
