This is Salamence (adv3_ja-46 Unlimited Holofoil), a Stage 2 Colorless Pokémon from the 天空の覇者 set. It has the Poké-Power Dragon Wind which lets you force an opponent to switch one Benched Pokémon with their Defending Pokémon before your attack, and two attacks: Agility that can prevent effects of attacks if you flip heads, and Dragon Claw dealing 60 damage.
