It has the Dragon Road ability that reduces the retreat cost of your Dragon Pokémon by two Colorless while a Stadium is in play and a single attack, Shred, dealing 80 damage that ignores effects on the opponent's Active Pokémon. Its high retreat cost on the card is mitigated by its ability in the right Stadium-driven deck role as a Dragon attacker and mobility enabler.
