Donquixote Doflamingo (OP04-031 Foil) is a Green Character from the Kingdoms of Intrigue expansion. When played, it can prevent up to three of an opponent's rested Leader or Character cards from becoming active during their next Refresh Phase. Its high cost and large power make it a late-game control piece that can swing tempo by locking opposing cards out of the following turn.
