Silumgar's Command (ZNC-99) is a rare instant in the Zendikar Rising Commander set that lets the caster choose two modes from a menu of four effects. The spell can counter a noncreature spell, return a permanent to its owner's hand, give a creature -3/-3 until end of turn, or destroy a planeswalker, providing versatile interaction and removal options. Originally printed as part of the Khans of Tarkir era cycle and reprinted in Commander products.
