Decree of Justice (WC03 dz8) is a white sorcery from the World Championship Decks 2003 release that can be cast for an X-dependent mana cost. When cast normally it creates X 4/4 white Angel creature tokens with flying, and it has cycling {2}{W} that lets you draw a card and triggers an optional ability to pay X to create X 1/1 white Soldier tokens when cycled. The card supports both a big-token finish when cast for a large X and a smaller-value or card-filtering role via cycling-triggered token generation.
