Korvold and the Noble Thief is an Enchantment — Saga from the Wilds of Eldraine set (WOE 139). As it advances it creates Treasure tokens on chapters I and II and on chapter III exiles the top three cards of a target opponent's library allowing you to play those cards this turn. The Saga's exile effect can let you access opponent resources temporarily and requires following normal timing and cost rules when playing those exiled cards.
