It gives target creature -3/-3 until end of turn and grants -5/-5 instead if you paid its Bargain cost by sacrificing an artifact, enchantment, or token. As a cheap removal spell it can serve as spot removal in creature decks or as a tougher kill when you have expendable permanents to sacrifice.
