When it enters, it taps the enchanted creature and that creature doesn't untap during its controller's untap step, and if it's put into a graveyard from the battlefield you may pay {1} to scry 1, then draw a card. As an uncommon blue Aura it functions as a tempo-control piece that can lock down a blocker while providing card selection when sacrificed.
