It can tap for blue mana, gain hour counters either via a paid activation or at the beginning of each upkeep, and when it reaches twelve counters it shuffles your hand and graveyard into your library, draws seven, then is exiled. In decks it serves as card advantage and a repeatable reset effect that can be accelerated with mana to reach the twelve-counter threshold sooner.
