When this enchantment enters, you become the monarch. At the beginning of your upkeep, exile the top card of target opponent's library. You may play that card for as long as it remains exiled, and mana of any type can be spent to cast it. If you're the monarch, until end of turn, you may cast a spell from among cards exiled with this enchantment without paying its mana cost.

Court of Locthwain (WOC-31 foil) is a black enchantment from Wilds of Eldraine Commander that gives you the monarch when it enters the battlefield. At the beginning of your upkeep it exiles the top card of a target opponent’s library and lets you play those exiled cards while they remain exiled, allowing any color of mana to be spent to cast them; if you are the monarch you may cast one of those exiled cards without paying its mana cost until end of turn. The card supports long-term value and political interaction by protecting your access to those exiled cards even if Court of Locthwain leaves the battlefield, while changing board state through the monarch mechanic.
