Dream Tides (Visions #31) is a blue enchantment that alters untap steps. It prevents creatures from untapping during their controllers' untap steps and then gives each player a beginning-of-upkeep option to pay 2 mana per tapped nongreen creature they control to untap those creatures. This creates a resource tax and timing restriction that can lock opponents or force mana decisions while exempting green creatures from the paid-untap effect.
