Veiled Serpent (USG 110) is a blue common enchantment from Urza's Saga. When an opponent casts a spell, it becomes a 4/4 Serpent creature that can't attack unless the defending player controls an Island, and it stops being an enchantment while a creature. It also has Cycling {2}, letting you discard it to draw a card when you need card selection instead of the permanent.
