Noetic Scales (USG 304) is a rare artifact from Urza's Saga that costs {4}. At the beginning of each player's upkeep, its triggered ability returns to their hand any creature they control with power greater than the number of cards in that player's hand. This effect can act as a board-control tool that penalizes opponents with large creatures when their hand sizes are low and can also disrupt your own oversized creatures if not managed.
