Rafi, Retro Racer (RR04e) is a legendary red creature of the Dinosaur Pilot subtype from the Unknown Event set. When Rafi enters and at the beginning of the first upkeep in a game where it's your commander, it applies two global rules changes for the rest of that game, and it also has an activated sacrifice ability to give each player three red mana. This card can serve as a unique political or chaotic commander option by enabling unusual ongoing effects and providing a shared burst of mana.
