It accumulates hack counters when it enters or when other creatures die and can spend those counters to add or subtract that many from a number or number word on a target spell or permanent until end of turn. That last ability can modify many numeric values (power, toughness, numbers in rules text, even collector numbers) but cannot change X or reduce numbers below one.
