For {1} and revealing it you choose a Standard‑legal instant or sorcery with mana value 3 or less and Standard Procedure becomes that chosen card until end of turn. Its effect literally changes the card into the chosen spell (not a copy), so it functions as that card for the remainder of the turn and afterward.
